		<description>I don&#039;t feel that money spent on prisoners is a &quot;waste&quot;. I do feel that prisons and jails are part of Government and Goverment waste. Like supplying our troops in combat or like large-scale building projects, there are a lot of people being looked out for and they are taken care of before the job at hand has begun. There needs to be a balance and an objectivity when it comes to the dollars spent on the educational advancement of any individual. Let both groups (civilian and inmate) remember that the responsiblity of one&#039;s future lies within the individual.</description>

		<description>My step-son is at Englewood. He has regular stories of how &quot;lack of budget&quot; is used to withhold basic health care . According to BOP program statements, the inmates are citizens with a right to health care. A Health Administrator performing an apendectomy in his office. Men with a couple feet of herniated intestine hanging out. Torn muscles and tendons from poor nurishment and routine work goes uncared for. This is the indifference that confronts inmates daily.  The guards and administrators count on an uncaring and uninvolved public to enable this behavior. They want repeat customers. They want released inmates to have pent up anger and resentment towards society. The legal system will not take an interest for this same reason. I do not believe Senator Webb will not address this as part of reform.</description>
